Proposed rezoning for selected Adelaide urban transit corridors

The Sites DPA and Design DPA seek to align the zoning and policies of inner and middle metropolitan Adelaide sites with the key policy theme of ‘transit corridors, growth areas and activity centres’ identified in the updated 30-Year Plan for Greater Adelaide (The Plan).

The Sites DPA and the Design DPA focus on supporting the regeneration and renewal of activity in transit corridors under the Plan. Transit corridors that are in close proximity to the Adelaide CBD and public transport have been earmarked in the Plan as locations for increased and higher-density mixed-use development.

The Sites DPA

To align with the Plan’s policy theme, the Sites DPA proposes to rezone a number of strategic sites or areas and amend the policy of twelve transit corridors. These transit corridors are:

  • 95 Hackney Road, Hackney (including Hackney Hotel);

  • 1-5 Beulah Road, Norwood

  • 78-80 Rundle Street, Kent Town;

  • 76 Magill Road, Norwood (including Caroma) and Magill Road, Stepney (including Otto’s Timber);

  • 52-60 The Parade, Norwood;

  • 12-16 Glen Osmond Road, Parkside (including Cappo Seafood);

  • 301-305 Unley Road, Malvern;

  • 10 Anzac Highway, Keswick (including Le Cornu) and 22-28 Anzac Highway, Everard Park (including Arcadian);

  • 254-262 Richmond Road, Marleston (Former Marleston TAFE); and

  • 6-10 Railway Terrace, Mile End.

Under the Sites DPA, the policy for the transit corridors located at 105 Beulah Road and 78-80 Rundle Street will be amended to support appropriate mixed-use development in the historic conservation zone. It is proposed that the remaining 10 transit corridors will be rezoned “Urban Corridor Zone”.

Broadly, the proposed changes under the Sites DPA include changes to building heights, building setbacks, retail floor space and interface with adjoining zones as well as introducing overlays where appropriate in relation to affordable housing, strategic transport routes and noise and air quality.

The Design DPA

In conjunction with the Sites DPA the Minister has also released for consultation the Design DPA. The Design DPA is in interim operation from 30 May 2017 for 12 months.

The Design DPA proposes to change planning policies at the General (Council-wide) level which apply to the Urban Corridor Zone as well as related policy areas that were introduced by the Inner Metropolitan Growth (Stage 1) Development Plan Amendment in 2013. The aim of the Design DPA is to:

  • Improve the design quality and integration with nearby low scale residential areas;

  • Provide better outcomes for the streetscapes and the public realm;

  • Improve the form and appearance of new developments; and

  • Provide better relationships between nearby medium and high rise developments.

The Design DPA proposes a new design policy for new and existing Urban Corridor Zones focusing on medium and high rise development general modules, including policy changes concerning building appearance, zone interface, street interface and landscaping. The Design DPA also proposes changes to design and appearance general policies such a policies concerning overlooking and street frontages.

Both DPA’s affect the Norwood Payneham and St Peters (City) Development Plan, the Unley (City) Development Plan and the West Torrens Council Development Plan. The Design DPA also affects the Burnside (City) Development Plan.

The Design DPA and Sites DPA are open for public consultation until 25 July 2017.
